Is there a way to pull a URL into a listing record from another website?

Need to find a way to push an OR listing address to a search page of another website (a tax records database) and pull the URL from the search results into an Open-Realty listing record.

Is this possible?

Assuming you are wanting to create a link from your OR site to another site that automatically populates a GET variable on a page on that site:

That depends entirely upon what the other website will accept as a GET variable and what page in OR exactly you want to link to that page from.

You request is somewhat vague and is missing details necessary to ascertain the scope of what you want to do. To provide a more meaningful or accurate response we'd need to know what kind of API the other site uses and what kind/how it accepts data, and/or what other accommodations they have made on their end to allow what you have in mind to work (which is presently unclear).
