Random order search results cause duplicate listings in paged view

We have set the Sort Searches By = Random in the Search Options configuration. There is a problem when the user wants to browse through to the next page - it seems that on each call for the page it re-randomizes the listings so a listing that appeared on page 1 will sometimes show up on page 2 or later. So users can't see all the listings if they browse by random order as each page calls a new random order from the database.

Yes, that can potentially happen when you use sortby = 'random' and also have a small number of listings.

That seems strange that sortby random would work for a larger number of listings... or is it masked on larger listing results by having sheer number of possible results that no one would bother browsing all in random order to notice duplicates popping up in the results list?

It's simple statistics, if you only have (for instance) 50 listings in your database that match a search result, that is approx a 1 in 5 chance a specific one will appear assuming you have 10 listing results per page set.

if you had 5000 listings in that same dataset the probability decreases to approx 1 in 500

If I am not mistaken, the random option exists to satisfy a requirement some US MLS services impose on users of their listing feeds.
